If I create another app, do I need to pay for another Apple or Google Developer Account?

No. We can add it under your existing Developer Accounts so you don’t need to signup for those accounts again. When you get the email from us with the instructions on how to create your Developer Accounts, respond to that email so we’ll know that you want us to use your existing account.
