Google has recently closed developer accounts that they felt were dormant in an effort to clean up the Google Play Store. If you hadn't verified your phone number and email or your app had not been updated in a while, Google could have flagged your account as dormant. When that happens, they will notify you via email at least twice and give you a chance to rectify that. If you don't do that before the deadline, your account will be closed. Once your account is closed, it cannot be reopened, and you cannot appeal their decision.
Luckily, there's an easy solution. Google will allow you to open a new Google Developer Account under a different email address. Once you do that, you can
send us an invitation and we can resubmit your app to the store.
